Michigan Legislature Concludes Business for 2025

The Michigan State Legislature concluded its business for the year. While the House and Senate approved a number of bills to send to the desk of Governor Gretchen Whitmer for her signature, the Legislature still passed a record low amount of bills for a regular session.

During this final week of session, the House and Senate had originally come to an agreement to pass specific bills and bill packages before the end of the year. However, following a vote by House Republicans on the Appropriations Committee to disapprove $645 million ($351.5 million General Fund) in work projects, Senate Democrats did not move the agreed upon House bills while in session on Tuesday. The lack of movement on those House bills in the Senate prompted the House to make changes to their voting plans on Wednesday. Under an agreement eventually reached by House and Senate leadership on Thursday, if the Senate passed a certain number of House bills, the House would return the favor and pass a certain number of Senate bills.

Prior to adjournment for the year, both chambers adopted House Concurrent Resolution 4, which states that when the Legislature adjourns on December 18, they will remain adjourned until December 23, at 11:30 a.m. Then, when the Legislature adjourns on December 23, 2025, it stands adjourned for the year.

At this time, only the House has issued their 2026 session calendar. Currently, they are scheduled to return to legislative business on January 14. The Senate's 2026 session calendar has not yet been published.
